The California Medigap Birthday Rule (CBR) allows residents with active Medicare Supplement plans to switch insurance carriers annually, within 60 days after their birthday, without undergoing medical underwriting (health questionnaire)-- you are entitled to "guaranteed issue."
Outside of the CBR, Medigap policyholders can switch between plans at any time, but doing so without using the Birthday Rule subjects them to medical underwriting, risking denial or increased costs for pre-existing conditions.
